Job Requirements
• Undertakes State-of-Good-Repair (SOGR)
inspections of construction activities for contract conformance and ensures the
customer experience is not impacted by safety critical items at Stations under
Construction
• Inspects contractor’s daily activities, maintains field records, prepares
field reports, quality assurance testing, resolution of deficiencies, and
ensures complaints are resolved in a timely manner.
• Reviews design drawings and provides comments for constructability, customer
impacts, and verifies tender quantities.
• Reviews site conditions prior to construction and documents the condition of
assets, makes recommendations based on field conditions to resolve
constructability issues.
• Monitor, oversee, and inspect onsite construction daily and ensures all work
is completed in accordance with contract documents to meet the quality
standards
• Verify as-constructed information to ensure accuracy and the completion of
the Asset Information Handover (AIH) process.
• Participates in Operational Readiness Walks and completes final inspections,
reports on any deficiencies, coordinate rectifications and re-inspections prior
to project closeout.
• Delivers projects from initial conception through commissioning and transfer
to Operations within scope, on budget and on schedule;
• Oversees project activities to ensure requirements compliance with good
project management and construction practices, as well as corporate design
standards and applicable municipal, provincial, and federal codes
• Reviews, validates and analyses project/contract requirements, tenders and
contract documents. Ensures required
clauses are included in all contract management documentation and recommends
changes/revisions where omissions/inconsistencies occur.
• Identifies and advises on the resolution of a range of critical contract
issues including contractor performance, and monitors contractor adherence to
the terms of contractual agreements; enforces contractual obligations and
assists in negotiations and resolution of matters, or enforcement of penalty
clauses, Liquidated Damages, etc. Escalates complex, high-profile issues/matters
to the Senior Management.
• Assists with the management and negotiation of contractual claims with
vendors. Interprets contract provisions
to help resolve claims and questions submitted by contractors.
• Participates in the Design Review by
reviewing contract documents for issues, including, laydown area, construction
staging, constructability, customer wayfinding, accessibility, loss of parking
and customer safety, etc.
• Participates in risk assessments and ensures mitigations are in-place onsite
according to the contractor’s workplan
• Continuously reviews workplans for conformance and confirms onsite
implementation of risk assessment mitigations during the project lifecycle.
• Liaise with the contractor, consultant, internal stakeholders and other project stakeholders,
to ensure the overall success of the project;
• Supports Compliances with negotiating
various contractual matters including price agreements, change orders and
claims.
• Ensures business unit processes are maintained to continuously comply with
Ministry of Labour, Occupational Health and Safety Act, Environmental
Protection Act, and Privacy Act requirements and supporting policies.
• Maintains highest possible Customer Experience throughout construction and
maintenance activities to ensure Customer/Construction interface risks are
mitigated and CSAT is not negatively impacted.
• Works with brand Ambassadors, Customer Care Coordinators and Duty Managers to
quickly resolve CSAT or safety issues.
What qualications, skills and experience you should have?
Completion of a degree in applied science, engineering, or a related
discipline – or a combination of education, training and experience deemed
equivalent.
• Minimum five (5) years’ experience related to the planning, inspection,
design and construction of transit facilities, public facing, and station
infrastructure and related works, interpreting and applying contract plans and
specifications and co-ordinating contracted engineering projects
• Demonstrates project management experience related to the planning, design,
and construction of transit facilities, station infrastructure and related
works.
• Familiar with provincial standards including: MOE guidelines, OHSA, OPSS,
OPSD, MTO Book 7
• Proficient in Microsoft Office Suite
• A valid Ontario Class G driver’s license and access to a vehicle is required
to travel to various site locations.
Must meet and maintain the corporate standard for a good driving record
• PMP (Project Management Professional) is an asset
• Understands theories, principles and practices of civil and architectural
design and construction; skill and proficiency in broad phases of engineering
application
• Knowledge of Contract Law and standard contract forms (CCDC 2 and CCDC 4),
the Occupational Health and Safety Act, Environmental Assessment Act, and the
requirements of the Professional Engineers Act
• Strong written and verbal communication skills
• Thorough understanding of Railway Rules and Regulations and Safety &
Operating procedures.
